The first five levels can be quite discretionary with low commitment. Empathy & commitment build as we go up the levels. The leadership objective would be to help disciple up.
These are my intuitive thoughts based on my experience & not based on scientific methods. Also I’m am not trying to be too critical of the the lower levels, they are the most prevalent & a necessary part of the journey.
